Dr. Jurgen O'Kelly (commonly just O'Kelly for short) is the antagonist of the edutainment game NanoQuest. He is a bald man with a scary gaze who steals nanotechonology secrets and sells them to a shady individual at the end of the game. He is also responsible for shrinking the player character down and starting the plotline to the game. His emoticon is a recreation of the scene where O'Kelly looks into the window of the "quantum scaling machine" that he's locked the player character inside of. (The actual emote is a combination of O'Kelly's ending cinematic and the window scene, for visibility purposes.)

Because NanoQuest ends with a stinger and a zoom in on O'Kelly's face the emote is often used in conjunction with horror games or scary moments in other games such as jumpscares and anxiety-inducing atmospheres. His face also crops up when games act "cheap" and cause cheap deaths to the player, or deaths that result in no checkpoints and having to go all the way back to the beginning. Evil game design, in other words.

Before being added to FrankerFaceZ with the shortcut "GBkelly" the emote was almost added as "DrJurgenOKellyLookingOutOfHisWindow", a reference to a long-running gag on FrankerFaceZ showing characters like Mario and Spongebob looking out of windows. This would've broken the naming conventions of the Gatorbox emotes, and by this point FrankerFaceZ had put rules in place preventing excessively long names from being submitted.
