The Food Lion NASCAR is a custom race car designed by Draco in the game NASCAR Thunder 2003. Although there was a comprehensive roster of real life cars and racers to choose from the game also offered a "create-a-car" mode which Draco checked out. While thumbing through various "sponsors" he noticed there were a number of companies whose logos were not represented on any of the real life race cars and among these companies was Food Lion, a grocery store that has a reputation for operating in low income neighborhoods. Draco found this to be incredibly amusing, as a customer of Food Lion himself, so he vetoed all of the other companies to make a Food Lion car hailing it as "the world's first NASCAR funded entirely by food stamps".
From here a mythos was created surrounding the car and its driver such as having to be extremely careful when driving because the team could not afford a single replacement part for anything, and in the event that Draco won a race he was not allowed to crack open the champagne because it was too expensive and he had to save it for the next race.
The Food Lion NASCAR emote is normally used in racing games of dubious quality or to denote something that's cheap in a video game like buying food to restore health.
